ECS is seeking a eProcurement System Implementation and Adoption Specialist to work in our Washington, DC office.
The MCC contract is looking for an eProcurement System Implementation and Adoption Specialist to help roll out the new e-PPS (eProcurement) system across MCC and its partner Millennium Challenge Accounts (MCAs), starting with Mozambique and Kosovo. This person will make sure the system works for real procurement needs, that MCA teams can use it confidently, and that MCC gets reliable data for oversight.
Key Responsibilities
1. Requirements, Testing & Acceptance
Build a traceability matrix linking approved requirements to the provider's commitments, covering standard features, configuration, integrations, customization, and open gaps.
Design test scenarios and gather acceptance evidence.
Join provider-led discovery sessions, configuration reviews, demos, and user acceptance testing (UAT).
Test real procurement workflows: single- and dual-envelope processes, sealed submissions, bid opening, individual and consensus evaluation, approvals, audit trails, and reporting.
Prioritize defects and gaps based on procurement integrity, operational impact, and requirement priority.
Document workarounds and risks, coordinate retesting, and deliver a business-readiness recommendation to MCC (technical security/infrastructure sign-off stays with technical teams).
2. Configuration & MCA Rollout
Advise on translating MCC procurement procedures into system roles, permissions, workflows, templates, approvals, notifications, and reports — allowing for approved MCA-specific variations.
Coordinate with the provider and each MCA on readiness: user roles, configuration, training, test data, migration, integrations, cutover, and post-launch support.
Maintain a repeatable onboarding checklist and rollout plan, starting with Mozambique and Kosovo, then expanding to other MCAs.
Verify that MCA environments are properly segregated and that MCC-level access stays limited to authorized oversight. Escalate any access or segregation concerns right away.
Support go-live and stabilization; keep a running log of adoption issues, defects, decisions, and enhancement requests with owners and deadlines.
3. Super User Support & Training
Complete the provider's administrator and super user training to build strong product knowledge.
Turn provider training materials into clear, MCC-specific job aids, demos, and role-based training for procurement staff, requestors, approvers, and evaluators.
Deliver training remotely or in person, coach MCA focal points, and build out a train-the-trainer model where it makes sense.
Provide first-line functional support on workflows; route product defects, access issues, or technical incidents to the provider or MCC specialists, and track resolution.
4. MCC Oversight & Reporting
Work with MCC stakeholders to define procurement metrics, shared data definitions, data quality checks, and access rules for cross-MCA monitoring.
Validate the MCC reporting view for completeness, consistency, and timeliness; recommend improvements to how MCAs capture data.
Partner with MCC data/BI specialists on dashboards and reports covering procurement pipeline, cycle times, competition, awards, and delays — explaining results in procurement context and flagging data limits.
Coordinate with MCC-MIS and/or SAP teams on data integration needs.
Salary Range: $180,000-$195,000
General Description of Benefits
Strong background in procurement processes, especially public/international development procurement.

Ability to translate business requirements into system configuration and training materials.
Comfortable working with multiple stakeholders across different organizations (MCC and MCAs).
Experience designing and delivering training programs.
Strong documentation skills (traceability matrices, test plans, issue logs).
Familiarity with data quality, reporting, and dashboarding concepts.
