Essential Functions
Note: The essential duties and primary accountabilities below are intended to
describe the general content of and requirements of this position and are not
intended to be an exhaustive statement of duties. Incumbents may perform all or
most of the primary accountabilities listed below. Specific tasks,
responsibilities or competencies may be documented in the incumbent’s
performance objectives as outlined by the incumbent’s immediate supervisor or
manager.
1. Research business and technology questions identified by the CIO, gather
information from appropriate sources, assess the quality and limitations of
available evidence, and prepare structured background materials that
clearly distinguish facts, assumptions, uncertainties, and gaps.
2. Structure ambiguous questions into answerable components and synthesize
findings into concise, executive-ready briefs that identify key evidence,
alternatives, tradeoffs, and recommended courses of action for CIO review.
3. Develop and maintain inventories of applications, vendors, contracts,
costs, and other technology portfolio information; reconcile information
across primary sources; identify inconsistencies or gaps; and organize
findings for leadership review.
4. Assemble and analyze information related to technology consolidation and
rationalization, including functional overlap, utilization, contract and
renewal dates, costs, and business ownership, and develop recommendations
for consideration by the CIO and IT leadership.
5. Research acquired-entity systems, contracts, vendors, and business
processes in support of M&A activities; organize and reconcile findings;
identify relevant questions and information gaps; and provide analyses to
appropriate integration workstreams.
6. Prepare agendas and pre-read materials for CIO and IT leadership meetings
and executive forums; document decisions, action items, owners, and due
dates; and track agreed-upon follow-up activities through closure.
7. Complete discreet, time-bound analytical projects assigned by the CIO,
applying structured problem-solving and research methods and delivering
findings by established deadlines.
8. Reconcile and synthesize information obtained from documents, systems,
data, contracts, and subject-matter experts; evaluate the reliability and
authority of sources; and clearly identify conflicting, incomplete, or
unsupported information.
9. Prepare and present analyses and recommendations to the CIO and other IT
leaders, respond to questions regarding methodology and supporting
evidence, and revise work based on leadership feedback.
10. Perform spreadsheet analysis, data organization, reconciliation, research,
and document preparation using appropriate productivity and analytical
tools, including approved AI tools when applicable, and verify information
and outputs before incorporating them into work products.
11. Organize and maintain research materials, analyses, meeting documentation,
decisions, action items, and supporting evidence to ensure work is
accurate, traceable, and accessible to appropriate stakeholders.
12. Maintain confidentiality and comply with applicable security and access
requirements when handling information obtained through the Office of the
CIO including accessing production systems, protected health information,
confidential contracts, or other restricted information only when
specifically authorized and appropriately supervised.
Marginal or Additional Functions
1. Participate in developmental discussions, coaching sessions, and periodic
reviews with the CIO and other IT leaders.
2. Observe leadership meetings, steering committees, executive reviews, and
other forums to develop an understanding of enterprise technology
decision-making.
3. Maintain a portfolio of completed assignments and work products for
developmental purposes, as appropriate.
4. Assist with other research, documentation, meeting preparation, or
administrative activities that directly support assigned fellowship
projects.
5. Perform other related duties consistent with the purpose, developmental
nature, and established scope of the fellowship.
Supervisory and Managerial Responsibility
* This position does not include any supervisory or managerial responsibility.
Knowledge, Skills & Abilities
Education, Licensure or Certification:
* Current enrollment in an accredited high school, college, or university; high
school students should generally have junior or senior standing.
* Demonstrated academic rigor, particularly through coursework requiring
quantitative reasoning, analytical problem-solving, research, or written
argument.
* Ability to accommodate a commitment of approximately 5-10 hours per week
during the school year without interfering with academic obligations.
Specialized Knowledge, Skills & Abilities
* Ability to break ambiguous or open-ended questions into logical, answerable
components and identify the information most important to reaching a
conclusion.
* Ability to locate, compare, and assess information from multiple sources and
determine the relative reliability and authority of documents, systems, data,
and subject-matter experts.
* Ability to organize and analyze quantitative and qualitative information,
identify patterns and inconsistencies, reconcile conflicting information, and
draw supportable conclusions.
* Ability to use spreadsheets to organize information, perform basis analyses,
maintain data quality, and reconcile information from multiple sources.
* Ability to synthesize complex information into concise, well-organized,
executive-ready materials that clearly communicate conclusions and supporting
evidence.
* Ability to present findings clearly, ask thoughtful clarifying questions,
listen effectively, and respond appropriately to questions from senior
leaders.
* Ability to work effectively with incomplete information, distinguish evidence
from assumptions, acknowledge uncertainty, and identify when available
evidence does not support a proposed conclusion.
* Ability to quickly learn unfamiliar business and technology topics and apply
that knowledge effectively within the timeframe of assignment.
* Ability to manage multiple assignments, meet established deadlines and
quality expectations, document decisions and commitments, and communicate
promptly when priorities or timelines require clarification.
* Ability to receive and incorporate feedback and apply learning to subsequent
assignments with increasing independence.
* Ability to interact professionally with executives and other stakeholders,
maintain confidentiality, exercise appropriate discretion with sensitive
information, and demonstrate sound judgment in leadership settings.
* Ability to effectively use common productivity, research presentation,
spreadsheet and approved AI tools and validate AI-generated or externally
generated information before relying upon it.
