NOTE: This key position is for a proposal effort that should be awarded by the end of November, 2026. The candidate must live within 30 minutes of the City of New Orleans. All resumes are due to TriTech by 11/13/2026 at noon. TriTech Enterprise Systems is seeking a "Systems Administrator". This contracted position provides technical administration, development, maintenance, and support for the City’s Questica budgeting system and OpenBook Budget Book software for both the Operating and Capital Budgets. The position serves as the primary technical resource responsible for ensuring both systems remain functional, accurate, secure, and responsive to the City’s operational, budgeting, and reporting needs. Services and work required include system administration and configuration; software coding and programming; development and modification of system functionality, workflows, reports, interfaces, and other technical components; troubleshooting and resolution of system errors and performance issues; implementation and testing of software updates, patches, enhancements, and new functionality; and ongoing maintenance necessary to support system reliability and performance. The resource is responsible for managing technical issues from identification through resolution, including diagnosing system problems, determining whether issues require internal configuration or programming changes, and coordinating with software vendors when vendor support or development is necessary. The resource serves as the primary technical liaison with Questica and OpenBook vendors, including communicating system issues and business requirements, managing support requests, coordinating upgrades and enhancements, participating in technical discussions, and ensuring vendor-recommended changes are appropriately evaluated, tested, and implemented. The position also supports the integrity and availability of financial and budgetary data within these systems, including data imports, exports, integrations, validation, reporting, and troubleshooting data-related issues. This work includes interaction with the City’s BRASS financial system as it relates to budget matters. The resource works with BRASS budget and financial data to support the exchange, reconciliation, validation, and reporting of information between BRASS, Questica, OpenBook, and other applicable budget processes. The resource assists in identifying and resolving data discrepancies, system interface issues, and other technical matters affecting the accuracy and availability of budget information across the City’s financial and budgeting systems. The resource works closely with Budget Office staff and Capital Budget staff to translate operational and business requirements into technical solutions, develop or modify system functionality as needed, and provide technical guidance and support to users. The position may also assist with extracting, transforming, formatting, or otherwise preparing budget and financial data necessary for system uploads, reporting, analysis, public transparency, and other budget-related functions. Because Questica, OpenBook, and their interaction with the City’s BRASS financial system support critical City budgeting, financial reporting, and public transparency functions, the resource is expected to maintain detailed knowledge of system architecture, configurations, customizations, integrations, data structures, and applicable business processes. The resource must also provide timely technical support during critical budget development, budget adoption and implementation, financial reporting, system updates, and other high-volume or time-sensitive periods. TriTech is an equal opportunity employer.
